Produkcja mieszaniny mocznika i azotanu amonu w roztworze wodnym lub amoniakalnym (kod CN 3102 80 00 00) na skalę przemysłową jest charakterystyczna dla bardzo dużych i kosztochłonnych instalacji przemysłowych, których przygotowanie i realizacja trwa kilka lat. Niemożliwe jest nagłe przeniesienie czy też zorganizowanie produkcji tego wyrobu. Dokonując zakupu produktów od Grodno Azot (bezpośrednio lub pośrednio) i ich późniejszy eksport, Rostumel Holding Limited narusza ograniczenia sankcyjne, które obejmują zakaz importu i eksportu produktów białoruskich pochodzących od sankcjonowanych podmiotów bez względu na kraj, firmę czy inne okoliczności pośrednictwa. Ponadto po umieszczeniu Grodno Azot na unijnej liście sankcyjnej podmiot ten zaprzestał eksportu do Polski.
