Według ustaleń Krajowej Administracji Skarbowej CHEMISTRY INTERNATIONAL MChJ jest podmiotem kontrolowanym przez Rustama Muminowa, dostarczającym sankcjonowane towary do Federacji Rosyjskiej, w tym surowce wykorzystywane m.in. jako komponenty dla produkcji specjalistycznej chemii, materiałów przetworzonych oraz wyrobów o potencjalnym podwójnym zastosowaniu, m.in. nitrocelulozy, która stanowi komponent prochu strzelniczego i niektórych materiałów wybuchowych. Rustam Muminov w okresie od 9 listopada 2021 r. do 8 lipca 2025 r. był również większościowym udziałowcem oraz beneficjentem rzeczywistym polskiego podmiotu ALLIANCE CAPITAL KS Sp. z o.o. Według różnych raportów Rustam Muminov kontroluje około 85% eksportu pulpy bawełnianej z Uzbekistanu do Federacji Rosyjskiej. Fabryki Rustama Muminova dostarczają również celulozę rosyjskim producentom amunicji. Działalność ta stała się powodem objęcia Rustama Muminova sankcjami m.in. przez Ukrainę, Unię Europejską, Szwajcarię oraz Wielką Brytanię. Z podobnych powodów sankcjami Wielkiej Brytanii objęta została najpierw spółka CHEMISTRY INTERNATIONAL MChJ, a następnie jej większościowy wspólnik ALLIANCE CAPITAL KS Sp. z o.o. Podobnie jak w przypadku Rustama Muminova brytyjskie władze uznały, że podmioty te poprzez bezpośrednie lub pośrednie udostępnianie Federacji Rosyjskiej określonych towarów lub technologii zaangażowane są w działania destabilizujące lub podważające integralność terytorialną, suwerenność lub niezależność Ukrainy.
