Firma specjalizuje się w produkcji paneli ze sklejki, z twardego drewna (brzoza). Według danych internetowych zakład produkcyjny znajduje się w Kazachstanie. Firma została zarejestrowana 11 maja 2022 roku. Zgodnie z art. 3i ust. 1 rozporządzenia Rady (UE) nr 833/2014 z dnia 31 lipca 2014 r. dotyczącym środków ograniczających w związku z działaniami Rosji destabilizującymi sytuację na Ukrainie, zakazuje się zakupu, przywozu lub przekazywania do Unii, bezpośrednio lub pośrednio, towarów, które generują znaczące przychody dla Rosji, a tym samym umożliwiają jej prowadzenie działań destabilizujących sytuację w Ukrainie, które wymieniono w załączniku XXI, jeżeli pochodzą one z Rosji lub są wywożone z Rosji. (w tym m.in. towary o kodzie CN 44, tj. drewno i artykuły z drewna; węgiel drzewny). W latach 2019-2021 nie stwierdzono przypadków przywozu sklejki z drewna brzozowego z Kazachstanu do Polski. Przywóz do Polski rozpoczął się w 2022 roku, po nałożeniu sankcji na Rosję. Wielkość przywozu w latach 2023 i 2024 (dane do czerwca 2024 r.) wzrosła ponad dziewięciokrotnie w porównaniu z 2022 rokiem i wyniosła ponad 112 tys. ton. W maju 2024 roku Komisja Europejska (KE) nałożyła cło antydumpingowe na przywóz sklejki z drewna brzozowego pochodzącej z Rosji wysyłanej z Turcji lub Kazachstanu, zgłoszonej lub niezgłoszonej jako pochodząca z Turcji i Kazachstanu. KE potwierdziła zmianę struktury handlu obejmującego wywóz z Rosji, Turcji i Kazachstanu do Unii Europejskiej, która zmiana nastąpiła po nałożeniu środków w odniesieniu do sklejki z drewna brzozowego pochodzącej z Rosji. Dochodzenie KE wykazało, że sklejka z drewna brzozowego wywożona z Rosji oraz sklejka z drewna brzozowego wysyłana z Kazachstanu i Turcji, pochodząca lub niepochodząca z Kazachstanu i Turcji, mają te same podstawowe właściwości fizyczne i chemiczne oraz te same zastosowania, a zatem są uważane za produkty podobne. KE stwierdziła zatem, że spadek przywozu z Rosji i jednoczesny wzrost przywozu z Kazachstanu i Turcji stanowi zmianę struktury handlu między wyżej wymienionymi państwami w rozumieniu art. 13 ust 1 rozporządzenia Parlamentu Europejskiego i Rady (UE) 2016/1036 z dnia 8 czerwca 2016 r. w sprawie ochrony przed przywozem produktów po cenach dumpingowych z krajów niebędących członkami Unii Europejskiej (Dz. Urz.UE. L 176, poz. 21). W myśl art. 13 ust. 1 lit. b tego rozporządzenia, obejście środków następuje poprzez wysyłkę towaru objętego środkiem za pośrednictwem państw trzecich. Dochodzeniem KE objęto m.in. spółkę VFP (VFK). Komisja ustaliła, że przedsiębiorstwo VFP (VFK) nie dostarczyło Komisji w przewidzianym terminie informacji niezbędnych do ustalenia, czy było ono zaangażowane w praktyki obchodzenia środków antydumpingowych. W związku z powyższym Komisja uznała, że VFP (VFK) nie współpracowała w rozumieniu art. 18 rozporządzenia podstawowego, a w związku z tym nie wykazała, że nie uczestniczy w działaniach mających na celu obchodzenie środków antydumpingowych. Mając na uwadze powyższe, jest prawdopodobne, że ww. podmiot w sposób trwały i celowy realizował działania zmierzające do omijania przepisów dotyczących środków ograniczających w ten sposób, że sprzedawał podmiotom lub osobom do Polski sklejkę brzozową pochodzenia rosyjskiego. VFP (VFK) jest podmiotem wobec którego istnieje prawdopodobieństwo wykorzystania dysponowanych przez niego środków finansowych, funduszy lub zasobów gospodarczych w celu wspierania agresji Federacji Rosyjskiej na Ukrainę rozpoczętą 24 lutego 2022 roku. Zastosowanie środków odgraniczających wobec VFP (VFK) prawdopodobnie przyczyni się do zmniejszenia przychodów wymienionej firmy oraz podmiotów lub osób osiągających korzyści z tej działalności poprzez zmniejszenie zasobów gospodarczych, a tym samym pośrednio wpłynie na zmniejszenie potencjału gospodarczego Federacji Rosyjskiej.","sanctionType":null,"documentUrl":"https://www.gov.pl/web/mswia/lista-osob-i-podmiotow-objetych-sankcjami","assertedBy":["Poland MSWiA sanctions list"],"sourceNow":"Poland MSWiA sanctions list"}],"ownership":[],"lists":[{"source":"Australia DFAT Consolidated List","readAt":"2026-10-26T06:31:32.719Z","recordsRead":3654,"publishedAt":null,"publishedAtBasis":null,"publisherVersion":null,"publisherRecordCount":null,"daysOldWhenRead":null,"detail":null,"statement":"Read on 26 October 2026.
