The Valdai Club is used as a tool of Russian public diplomacy and soft power; by managing this body, Bystritskyi contributes to the infrastructure of state narrative production and dissemination. As dean of a major university faculty (communications/media) and a seasoned media-manager, he is in a position to shape curricula, research and public discourse around media, communications and state narratives – which can facilitate coordinated information or interference campaigns.","createdAt":"2026-08-07T19:31:10.523Z","updatedAt":"2026-08-07T19:31:10.523Z","aliases":[{"id":"d5c6318c-b0a8-42e3-83b6-0d189e796a12","personId":"8bf16a98-c880-40d8-b4ae-bde49c9022d8","name":"Андрей Георгиевич БЫСТРИЦКИЙ","sourceId":"2a5618c9-d217-4efa-89f9-81eaf0ba29aa","createdAt":"2026-08-07T19:31:10.524Z","source":{"name":"EU Consolidated Sanctions List"}},{"id":"169968e0-6650-47ea-9652-64f24e07d13b","personId":"8bf16a98-c880-40d8-b4ae-bde49c9022d8","name":"Andrey Georgievich BYSTRITSKYI","sourceId":"2a5618c9-d217-4efa-89f9-81eaf0ba29aa","createdAt":"2026-08-07T19:31:10.527Z","source":{"name":"EU Consolidated Sanctions List"}}],"identifiers":[],"sanctions":[{"id":"fe2a23ec-5395-4570-bbf0-1c8e01086b38","personId":"8bf16a98-c880-40d8-b4ae-bde49c9022d8","regime":"EU","program":"RUSDA","sourceId":"2a5618c9-d217-4efa-89f9-81eaf0ba29aa","createdAt":"2026-08-07T19:31:10.530Z","lastSeenAt":"2026-10-19T04:32:47.693Z","delistedAt":null,"designatedAt":null,"legalBasis":null,"reason":null,"sanctionType":null,"documentUrl":null,"source":{"name":"EU Consolidated Sanctions List"}}],"sourceLinks":[{"externalId":"180225","fetchedAt":"2026-10-19T04:32:47.693Z","source":{"name":"EU Consolidated Sanctions List","url":"https://webgate.ec.europa.eu/fsd/fsf/public/files/xmlFullSanctionsList_1_1","official":false,"entityType":"company"}}],"officerRoles":[],"wikidata":null}
