Tolchinskiy was part of the ‘team’ of investigators, led by Artem Kuznetsov, the Deputy Head of the Tax Crimes Department, who were alleged to be involved in the initial fraud exposed by Sergei Magnitsky and who falsified evidence to justify his arrest and detention.
