Two different populations share this register, and every row says which it belongs to. A few thousand people are named on sanctions lists by an authority; the great majority are directors and owners a public company register records, where being named is a condition of running an ordinary business. Two namesakes are merged only on a shared identity document or by a human reviewer — never on a similar name.
