President of the Conseil National de Défense et de Sécurité (CNDS) and military leader of the Front Populaire pour la Renaissance de la Centrafrique. Hissène was formerly the Minister of Youth and Sports as part of the Cabinet for the Central African Republic's former President Michel Djotodia. Prior to that, he was the head of the Convention of Patriots for Justice and Peace, a political party. He also established himself as a leader of armed militias in Bangui, in particular in the “PK5” (3rd district) neighbourhood. In October 2016, Abdoulaye Hissène was appointed President of the Conseil National de Défense et de Sécurité, a body which was created at the time to gather military leaders and commanding fighters from all ex-Séléka factions. He has remained in this position since then, but has actual control over FPRC fighters only.

Not scored. No company role is recorded for this person, which is an absence of records rather than a finding.
Not scored. The jurisdiction lists this system reads are: EU list of high-risk third countries (AMLD Art. 9). Each names specific countries, so absence from them is not a clearance of Central African Republic. Separately, 10 of the sanctions authorities this system reads have designated companies registered in Central African Republic — a count of this corpus, not a rating of the jurisdiction.
Not scored. The evidence ledger records which sources were read for a COMPANY; it holds no per-person rows, so there is no coverage figure to price in here. The sources behind this record are listed under Evidence.
Not scored. Media coverage is not linked to individuals in this system at all, only to companies, and even there it covers a small fraction of the records.
Band drawn from the components that could be measured, methodology v5. The unscored ones above are gaps in what was read, not findings of nothing. Not a compliance determination — check the underlying listings before acting on anything here.

Document numbers are how two authorities' records are matched into one person. Where an authority does not state the issuing country, a match against the same number under a known issuer is queued for a human rather than merged automatically.
Transliterations and name orders differ between authorities. They are kept as published rather than normalised into one spelling, because the spelling is part of what each source actually said.
Records are matched into one person only on a shared identity document, or by a human reviewer — never on name similarity alone. How this works. Not legal or compliance advice: check the originals before acting on anything here.
