  Le commandement provincial de Hormozgan de la marine du Corps des Gardiens de la Révolution islamique (IRGCN) est une subdivision de l’IRGCN, inscrite sur la liste de l’UE. L’IRGCN a pris le contrôle du détroit d’Hormuz et a mis en œuvre un système de péage dans le détroit, en vertu duquel les navires sont tenus de fournir des documents d’identification ainsi que des informations sur leur cargaison et leur destination à des intermédiaires, qui transmettent ensuite ces informations au commandement provincial de Hormozgan. Sur la base de ces informations, le commandement provincial de Hormozgan filtre les navires et détermine ceux qui sont autorisés à transiter par le détroit, parfois moyennant le paiement d’un droit de péage. Par conséquent, le commandement provincial de Hormozgan de l’IRGCN met en œuvre les actions ou politiques de l’Iran qui compromettent la liberté de navigation au Moyen-Orient.
