  UPRAVLYAYUSHCHAYA KOMPANIYA KHOLDINGA BELORUSSKAYA TSEMENTNAYA KOMPANIYA z siedzibą w Mińsku została powołana 29 sierpnia 2013 r., jako spółka zarządzająca holdingiem „Białoruska Kompania Cementowa". Beneficjentem rzeczywistym spółki jest Republika Białorusi. Od 2020 roku Dyrektorem generalnym spółki jest Dowgalo Aleksander Stanisławowicz. „Holding Białoruskiej Kompanii Cementowej" zrzesza ponad 20 przedsiębiorstw zatrudniających ponad 8 tysięcy pracowników. Oprócz cementu zakłady spółki produkują wyroby żelbetowe, cegły silikatowe, bloczki z betonu komórkowego, suche mieszanki budowlane, kredę, wapno, grunty biobójcze, izolacje łamane. Holding „Białoruska Kompania Cementowa” w latach 2021 i 2022 był znaczącym dostawcą do Polski cementu o kodzie CN 2523 29 00 Taryfy celnej, do dnia wprowadzenia zakazu przywozu z Białorusi na podstawie art. 1p ust. 1 rozporządzenia Rady (WE) nr 765/2006 z dnia 18 maja 2006 r. dotyczącego środków ograniczających w związku z sytuacją na Białorusi i udziałem Białorusi w agresji Rosji wobec Ukrainy dostarczył do Polski cement o wartości ponad 160 mln złotych. Poza cementem Holding „Białoruska Kompania Cementowa" eksportował do Polski wapno palone, wapno gaszone oraz bloki ścienne o kodach CN 2523 29 00 oraz CN 6810 11 90 Taryfy celnej. Wśród kontrahentów ww. holdingu pozostały dwie spółki, których przedmiotem importu od lipca 2022 roku są wyłącznie towary o kodach Taryfy celnej CN 2522 10 00 - wapno palone oraz CN 2522 20 00 - wapno gaszone, które nie są objęte zakazem w przywozie z Białorusi. Od 2023 roku wartość importu towarów holdingu „Białoruska Kompania Cementowa" przez polskie podmioty znacząco spadła do poziomu 13-14 mln zł. W 2023 r. zauważalnie zwiększyła się aktywność Białoruskiej Spółki Cementowej na rynku zagranicznym: otworzyła trzecią platformę handlową w Rosji - Dom Handlowy BCC-Sojuz (spółka zależna holdingu). W październiku BCC osiągnęło rekord eksportu cementu w historii branży - ponad 2 mln ton. Jeszcze w 2022 roku wolumeny wynosiły około 1,7 miliona ton. W sumie w 2023 roku sprzedano 2,3 mln ton cementu, czyli 134 proc, poziomu z 2022 roku. Przedsiębiorstwa holdingu dostarczały swoje produkty do kilku regionów Federacji Rosyjskiej: Centralnego, Północno-Zachodniego, Nadwołżańskiego, Południowego i Uralskiego Okręgu Federalnego, a także do Obwodu Królewieckieg.o Plany holdingu „Białoruska Kompania Cementowa" obejmują m.in. zakrojony na szeroką skalę projekt w regionie moskiewskim, mający na celu stworzenie kompleksu produkcyjno-logistycznego. Z informacji zamieszczanych na stronie internetowej holdingu wynika, że oprócz rozwijającej się współpracy handlowej z Federacją Rosyjską, podkreślana jest także przyjaźń i jedność obu narodów. Rozwijająca się współpraca handlowa Holdingu „BIAŁORUSKA KOMPANIA CEMENTOWA” z Federacją Rosyjską była powodem, dla którego w grudniu 2023 roku podmiot został wpisany na amerykańską listę sankcyjną - „Republikańska Produkcyjno-Handlowa Unitarna Spółka Gospodarcza Holdingu Białoruska Kompania Cementowa (BCC) jest przedsiębiorstwem państwowym, które łączy duże cementownie na Białorusi w kolektywny holding o łącznej zdolności produkcyjnej około 5 mln ton rocznie. Zmniejszenie wolumenu eksportu do Unii Europejskiej (UE) w następstwie sankcji sektorowych UE w czerwcu 2022 r. spowodowało, że BCC zwiększyło eksport do Rosji, aby to zrekompensować. W kwietniu 2023 r. BCC wyeksportowało do Rosji rekordowe 2,3 razy więcej cementu niż w kwietniu 2022 r. Z powyższego wynika, że UPRAVLYAYUSHCHAYA KOMPANIYA KHOLDINGA BELORUSSKAYA TSEMENTNAYA KOMPANIYA jest podmiotem dysponującym funduszami oraz zasobami gospodarczymi pośrednio wspierającym poważne naruszenia praw człowieka lub represje wobec społeczeństwa obywatelskiego i opozycji demokratycznej lub których działalność stanowi inne poważne zagrożenie dla demokracji lub praworządności na Białorusi, a także działania destabilizujące lub podważające integralność terytorialną, suwerenność i niezależność Ukrainy. Ponadto współpraca z Federacją Rosyjską wspiera jej potencjał gospodarczy, co odgrywa istotne znaczenie z perspektywy prowadzonej przez Rosję wojny.
