  Le All-Russian Children’s Centre “Ocean” est une institution éducative relevant du budget de l’État fédéral placée sous le contrôle du gouvernement russe et du ministère de l’éducation, financée par des initiatives fédérales et alignée sur la politique nationale en matière d’éducation. “Ocean” accueille des enfants des territoires ukrainiens occupés, amenés au centre sous prétexte de programmes éducatifs ou de loisirs. Ces programmes sont organisés avec l’éntité Youanarmia, qui fait l’objet de sanctions; ces programmes comprennent des activités de réorientation culturelle, d’éducation fondée sur la propagande et militaro-patriotiques visant à intégrer les enfants dans les cadres d’identité russes. Par conséquent, le All-Russian Children’s Centre “Ocean” met en œuvre des actions et des politiques contribuant à l’assimilation forcée, y compris l’endoctrinement, et à l’éducation militarisée de mineurs ukrainiens.
