Voice of Europe est secrètement financée et dirigée par Viktor Medvedchuk, via son associé Artem Marchevskyi. Voice of Europe est un outil déterminant pour diffuser de la désinformation concertée et des discours biaisés visant à nuire à la crédibilité et à l’image publique de l’Ukraine ainsi qu’à ses efforts pour se défendre contre la guerre d’agression menée par la Russie. En outre, Voice of Europe est utilisé comme moyen d’injection des ressources financières destinées à rémunérer des propagandistes, et pour bâtir un réseau d’influence reliant Medvedchuk et ses associés à des représentants de partis politiques en Europe. Par conséquent, Voice of Europe soutient matériellement et financièrement les actions qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.

  “Voice of Europe” (Voix de l'Europe) est un média en ligne se livrant à une campagne internationale systématique de manipulation des médias et de dénaturation des faits par l'intermédiaire de son site internet et de ses comptes Facebook, YouTube, Telegram et X. “Voice of Europe” a diffusé une désinformation concertée concernant l'Ukraine, l'Union et ses États membres dans le but de soutenir les intérêts de la Fédération de Russie en matière de politique étrangère. Elle a systématiquement porté atteinte à l'image publique de l'Ukraine et à ses efforts visant à se défendre contre la guerre d'agression menée par la Russie, ainsi qu'à la crédibilité de l'assistance qu'ont apportée l'Union et ses États membres à la défense de l'Ukraine, y compris dans la perspective des élections du Parlement européen de 2024. “Voice of Europe” a été financée et dirigée en secret par Viktor Medvedchuk, responsable politique et homme d'affaires ukrainien pro-russe ayant des liens étroits avec les dirigeants de la Fédération de Russie, par l'intermédiaire de son associé Artem Marchevskyi. “Voice of Europe” a été utilisée pour injecter des ressources financières destinées à rémunérer des propagandistes et pour mettre en place un réseau d'influence reliant Medvedchuk et ses associés aux représentants de partis politiques en Europe. Par conséquent, “Voice of Europe” a participé à des activités facilitant la mise en place du réseau d'influence de Viktor Medvedchuk dans l'Union et ses États membres. Par ses activités, “Voice of Europe” met en œuvre et soutient des actions ou des politiques du gouvernement de la Fédération de Russie qui compromettent ou menacent la démocratie et la stabilité dans l'Union et en Ukraine, et qui compromettent la souveraineté ou l'indépendance de plusieurs de ses États membres, en participant à des actions faisant obstacle ou portant atteinte au processus politique démocratique, y compris les élections du Parlement européen de 2024, ou en facilitant de quelque autre manière de telles actions ou politiques, et en participant à la manipulation coordonnée de l'information et à l'ingérence.
