  MetaTradingProm LLC rozpoczęła działalność w kwietniu 2024 roku. W danych rejestracyjnych podmiot wskazał sprzedaż hurtową jako rodzaj prowadzonej działalności. W listopadzie 2024 roku spółka poszerzyła dane rejestracyjne określając produkcję nawozów. Zgodnie z oświadczeniem produkcja nawozów rozpoczęła się w sierpniu 2024 roku. Analiza obrotu towarowego wykazała, że MetaTradingProm LLC po 4 miesiącach od powstania miała uruchomić produkcję mocznika w formie granulatu. W październiku 2024 roku spółka występuje jako eksporter do Polski z Białorusi mocznika, na cele przemysłowe, zawierającego więcej niż 45% masy azotu w suchym bezwodnym produkcie (kod CN 3102 10 10 00). Produkcja na skalę przemysłową wyżej wymienionego wyrobu jest charakterystyczna dla bardzo dużych instalacji przemysłowych. W przypadku innych zakładów produkcyjnych obszar jakie zajmują te instalacje to kilkanaście hektarów. Zatem instalacja produkcyjna stanowi skomplikowany chemiczny układ, dużych rozmiarów. Jednocześnie taki proces to produkcja 24h z ciągłym nadzorem, system sterowania procesem, utrzymaniem ruchu. Procesy chemiczne związane z produkcją mocznika są potencjalnie niebezpieczne, dlatego zakłady muszą spełniać ścisłe normy bezpieczeństwa i ochrony środowiska. Wymaga to posiadania odpowiednich instalacji i technologii kontrolujących emisje, a także systemów zapobiegania awariom. Należy podkreślić, że posadowienie wyspecjalizowanych instalacji produkcyjnych to zabieg czasochłonny i kosztochłonny, niemożliwe jest nagłe przeniesienie czy też zorganizowanie produkcji tego wyrobu. Jednocześnie białoruski podmiot GRODNO AZOT, zgodnie z rozporządzeniem 765/2006 UE znajduje się na liście podmiotów, które zostały uznane przez Radę UE odpowiedzialnymi poważnego naruszenia praw człowieka lub stosowania represji wobec społeczeństwa obywatelskiego i opozycji demokratycznej lub których działalność stanowi inne poważne zagrożenie dla demokracji lub praworządności na Białorusi lub też innych osób fizycznych lub prawnych, podmiotów i organów stowarzyszonych z nimi, jak również osób prawnych, podmiotów lub organów pozostających w ich posiadaniu lub pod ich kontrolą lub za czerpiące korzyści z reżimu Aleksandra Łukaszenki lub wspierające ten reżim, a także osób prawnych, podmiotów i organów pozostających w ich posiadaniu lub pod ich kontrolą. Dzięki dużej skali produkcji, GRODNO AZOT jest kluczowym dostawcą nawozów azotowych w regionie, co zapewnia firmie ważną pozycję na rynku. Eksport jest szczególnie istotny, gdyż przychody ze sprzedaży na rynki zagraniczne stanowią znaczną część zysków firmy. GRODNO AZOT jest w stanie dokonywać inwestycji na dużą skalę w modernizację swoich linii produkcyjnych, aby spełniać normy ekologiczne oraz zwiększać efektywność produkcji. W ostatnich latach zakład ogłosił plany rozbudowy zdolności produkcyjnych i zwiększenia efektywności energetycznej, w tym budowy nowych jednostek produkcji amoniaku i mocznika. Z porównania wolumenu importu towarów o kodzie CN 3102 10 10 od 2021 roku, gdzie deklarowanym krajem pochodzenia jest Białoruś wynika, że po wpisaniu GRODNO AZOT na listę sankcyjną import do Polski z tej firmy zakończył się. Import z GRODNO AZOT został zastąpiony w 2024 roku dostawami z innych firm, w tym importem z MetaTradingProm LLC. Okoliczności sprawy wskazują, że mocznik objęty kodem CN 3102 10 10 00 sprzedawany przez MetaTradingProm LLC, produkowany był przez GRODNO AZOT, a spółka MetaTradingProm LLC występowała w roli pośrednika sprzedając ww. towar do polskich odbiorców. Nałożenie środków ograniczających na ww. firmę przyczyni się do zmniejszenia zasobów gospodarczych Białorusi, z wykorzystaniem których prowadzona jest agresja przeciwko Ukrainie.
